Visiting Researcher
Henning Øien is a visiting researcher at the Duke University Sanford School of Public Policy for the 2025–26 academic year, where he is based for his Harkness Fellowship in Health Care Policy and Practice. Working with Jonathan Zhang and James Frank Wharam, his research examines drug overdose mortality and treatment outcomes, comparing the United States and Norway.
Øien is a researcher at the Norwegian Institute of Public Health and an associate professor in the Department of Health Management and Health Economics at the University of Oslo. He earned his Ph.D. in economics from the University of Oslo and has been a visiting scholar at the University of California, Berkeley, and Stanford University. His research focuses on health policy, access to care, socioeconomic inequalities in health services, and the economics of addiction.
